Since the notification is sent to Group1, only devices linked to users in that group should get it, so devices outside that group likely won’t receive Notification1. Also, if a user doesn’t have an enrolled device, they probably won't get the notification at all.
This question feels kinda vague without seeing the actual tables for users and devices. Not sure if they mean all users in Group1 or just those with enrolled devices? Also, not clear if Notification1 targets users or devices from Intune’s side-like, will it send only to devices or all group members? Without that info, it’s tough to say yes or no confidently for each statement. Definitely needed more context or screenshots here.
