B imo, because resource group location doesn’t limit where App Services actually run.

It’s B because resource groups can contain resources in different regions. Just enforcing the resource group location doesn’t stop App Services from being deployed elsewhere. You need a policy that targets the App Service resource type directly.

Not sure if enforcing location on resource groups guarantees all App Service instances end up in the same region, especially since databases are involved too. Is the policy scoped to only the App Service resources or the whole group? B.
