I agree that B is out for sure since production is too risky here. Between A and C, I’d pick A. Sandboxes are designed for both testing and development, so they cover the serious work part plus onboarding if new hires need a realistic environment to practice in. Trailhead Playgrounds are more for learning Salesforce basics, not full-on development or testing. So A fits better for all the needs mentioned.

Maybe A makes the most sense since the environment has to cover both onboarding and serious development plus testing. Production (B) is definitely out because you don’t want new hires or dev work messing with live data. Playgrounds (C) are good for simple practice but might not support the full testing and implementation needs they mention. Sandbox is built for exactly that—safe, isolated space to build and test without risking production.
