A vs C? I get why some say Avoid because they won’t do the risky part themselves, but outsourcing usually means giving the responsibility to someone else. That sounds more like Transfer since you’re shifting the risk, not ignoring it. Avoid would be if they just dropped that part entirely and didn’t pursue it at all. So between these, Transfer (A) feels like the better fit here.
