B tbh, I’d rule out C. Practices are more about how work is done—they support the service value chain but aren’t a core component of the SVS itself. The SVS centers on guiding principles, governance, the four dimensions, and the service value chain. So even though D feels like a stretch, it’s still officially listed as one of the SVS components, unlike practices which are part of the broader framework but not the SVS directly.

Good point on D. I think B is definitely part of the system since governance shapes decision-making, so I’d rule out B and stick with D as not a component.
