A imo, content exclusions being limited to Git repos only restricts their usefulness since teams often use other repo types or tools, so that’s a clear limitation separate from admin control issues.

D. Repository admins usually have control over settings, so it makes sense they’d manage exclusions too. Saying they can’t manage content exclusions seems like a real limitation compared to normal admin rights.
